The doctor in Houston that is treating this says that he has heard about 9 cases of this so far, and 8 of  are people afflicted are Black. The information I have been able to dig up so far says that this is just caused by the virus, and not the vaccine.

This isn’t the only tongue related side effect of the disease, but it may be the most pronounced. There is also something that is being called COVID tongue. It shows up as redness, swelling and bumps on the tongue.
